I’ve been thinking about running a Dreaming Dark campaign on Eberron but I don’t know how I will involve elves and warforged who don’t dream. I’ve decided to let kalashtar dream should their quori spirit allow. Having their dreamless sleep be simply a protection. But elves and warforged don’t have a quori spirit in their subconscious.
From what I understand, Dal Quor is an actual Plane, which dreamers travel to when they dream. That is not to say that dreaming is the only way to access or exist in Dal Quor... well I mean, usually it is, what with it being torn away from the rest of the planes specifically to prevent Quori invading other planes but... you know, waive your hands a little to come up with a plot device that permits non-dreamers to project themselves psychically into Dal Quor a second way. Maybe there's a magic item (or technological device?) that allows non-dreamers to project themselves the same way (or rather, in a superior way, where they aren't beholden to bizarre dream logic but instead are fully conscious and in control)? Maybe there's some new plot magic that's been developed, where dreamers-for-hire can cast a spell to hold your mind's hand and piggyback Warforged/Elves into dreams that they wouldn't ordinarily be able to access? Maybe there's a new potion on the market that knocks you unconscious and shunts you into (someone else's) dream, which turns out is actually made of ground up orphan pituitary glands, but is a necessary evil for the party to complete their important quest?
DM fiat and plot-y hand waiving can accomplish a lot. That's basically all that adventures ever are: situations where the regular RAW operation of magic or cosmology are temporarily challenged or overcome by a plot device.

Please ignore my terrible spelling

I'm going to make this way harder than it needs to be.
Thanks, great advice!
