True Polymorph can be cast on almost everything in D&D. Your own self is a valid target, yes. That's one of the most popular uses for True Polymorph - transforming into a powerful badass creature and inverting the whole 'squishy spellcaster' thing. Note that while transformed, you cannot use any of your class features, including your spellcasting. All you get is what the creature can do.
Theoretically, yes. Though I wouldn't necessarily want to do that to a creature I consider a companion or ally. Especially one capable of consuming me in my sleep. Or while I'm awake, for that matter.
Rather than turning your horse into a dragon, you can turn YOURSELF into a dragon permanently with True Polymorph. The warlock in my last campaign did this and its incredibly powerful. at level 17 (when you get access to true polymorph) you can turn into an adult gold dragon. The dragon has the shapechange ability that allows it to change into anything its CR or lower at will. So yeah, he lost his warlock levels, but he could literally just "shapechange" into whatever he wanted.
Disappointingly, the whole time he was a dragon, he NEVER actually used the dragon form >>
So I generalized. I guess what I should have said was "a lot of things" rather than "anything". and True Polymorph becomes permanent after an hour of concentrating on it. So if he's permanently a dragon, he permanently has the shape change ability.
