What would be the class combination that would yield these 2 spells at the lowest level? I though of Lore Bard but they don't get flesh to stones through their secrets and it seems like you only get it by being a wizard or warlock. Is there something in not seeing?
Any bard could use their magical secrets to learn Find Greater Steed at 10th level and Flesh to Stone at 14th level. 14th level would be the earliest a bard could do this.

Well - considering Find Greater Steed is a Paladin-only spell and Flesh to Stone is Warlock/Wizard-only - it seems the only class combination that could even get both spells at the same time is a Bard. Doesn't have to be a Lore Bard though.
As Ajexton said - the Bard would need to be 14 because Flesh to Stone is a 6th level spell which you don't get until 11 - so a Bard couldn't learn it through Magical Secrets until 14th level.
The only other alternative I can think of is to find a magic item that can cast one of them and know the other one yourself.
With external assistance you can do it at level 6 -- just have someone cast True Polymorph on you and turn you into a Medusa and turn an ally into a Pegasus. Of course, involving 9th level spells cast by someone else is a bit of a cheat...
You can get Find Greater Steed in spellwrought tatoo form with any class. It'd be a rare item, but at the point you can cast 6-th level spells you could probably afford rare items.

Best case scenario, take Warlock/Wizard to level 11, and use a Ring of Spell Storing to get Find Greater Steed from a friend.
