Action surge is not possible on a level 1 build, so it is kind of irrelevant to this thread.
Jim's Magic Missile, with an accompanying high initiative roll would allow a level 1 bugbear Wizard, Sorcerer or Arcana Cleric to deal massive damage and would probably be allowed. Also rolling a 1 on the attack (which will happen periodically since you are making 3 rolls) would almost certainly kill the caster.
At 1st level I am not convinced this is better than sleep.

Nah, it's only one damage per missile, and since it's not an attack and you've already taken damage the bugbear's surprise attack feature doesn't apply.

But I'm still not sure if I take bugbear over say a variant fathomless warlock tentacles and hex. You are not missing much damage on round 1, and you dont have to worry about winning initiative.

V human gives you plus 1 to both str and con making them both 18s. pick barbarian as your class. that gives you 12+con for hit points for a total of 16. You can then take the tough feat through v. human to make your hit point total an 18. Your unarmored defense is 10+dex+con, which comes out to 17. You can get a shield in the first town you visit, or you might find one beforehand. That would give you a total of 19 ac, 18 hit points, +6 to hit with strength weapons, and+4 to damage with them.

What about the sidekicks in TCoE? Not many low level monsters will be able to get past a Jackalwere's immunity to bludgeoning, piercing and slashing from nonmagical attacks.

It’s been confirmed by sage advice that disciple of life affect EACH berry. So 40 hit points per casting.
Strixhaven initiate allows 1 free casting plus casting with your 2 slots.
And that’s 120 healing per long rest. Or more than 2 full heals for an entire typical 5-person party. And anything you don’t use remains for 1 more day, so you start a quest with enough goodberries to full heal a level 20 barbarian. All as a level 1.

I don't think that is the most OP. The best healer sure, but you allude to the problem in your answer, first level characters don't have enough hit points to actually use all that healing and at first level hit point management is not as important as avoiding hits..
2 hits from a goblin are usually going to take a first level cleric to zero, no matter how many goodberries are in his pocket.

Bugbear is good if you can win initiative then pound the opponent with multiple attacks. Otherwise, variant human is better.
