This would not grant inspiration. Not currently clear based on the wording, but definitely is the intent. Getting inspiration is meant to be a "feel better" for rolling a 1. If you can treat a 1 as a 10 you didn't really get a 1...you got a 10. There is no need for a boon when you roll a 10.
Likewise, if a halfling rerolls a 1, they do not get inspiration (unless the reroll is also a 1).
A halfling rogue that rolls a 1 could decide to reroll. A good case of specific beats general. Rogue treats all rolls under 10 as a 10, but when you roll a 1 it triggers the specific halfling feature.
As always, err on the side of fun. Is it more fun to allow a halfling rogue to reroll a 1?
In the 5e PHB, the how to play section does come before creating a character. Can Racial traits just be ignored...or come with options.
A halfling that can always reroll 1's is great fun, for the halfling, not so much for everyone else who can't reroll. Could a halfling choose to forfeit their (racial trait) luck to get heroic inspiration?!
Just Curious but, wouldn't Boon of Combat Prowess give you heroic inspiration and allow you to hit because it doesn't change the roll it just turns a fail into a success right?

When a halfling rolls a 1, they get to reroll it.
But now a 1 gives herioc inspiration (advantage on future roll)

Nope, heroic inspiration specifies that it must be the final roll.
