Seems like it was a proposed feature title that was abandoned during the writing of the latest UA, but wasn’t tidied out of the grey summary box. It doesn’t seem to have been used in either of the two earlier versions of the Circle of the Moon.
I mentioned it in my survey because a templated/standardized attack regardless of form would solve a lot of Moons scaling issues. Clearly someone else at WotC thought the same even if their idea didn't make it to the packet for some reason.
That's happened a couple of times now, the "Design Note" box will mention a feature or rule that's not actually in the text of what's being released for testing. The same thing happened with Eldritch Knight, the Design Note mentioned a feature being limited to 1st- and 2nd-level spells, but the actual subclass text for the feature had no level restriction mentioned.

From last PDF, in circle of the Moon druid, mention is made of a "Lunar swipe" under update wild form.
