So from the rules as i read them a artificer cant make a wand or scroll of magic missile? It can only make scrolls on his list? Sorry if this has bin asked before
This actually is not an Artificer question but is just a general rules question regarding the scribing of spell scrolls and their requirements. Yes, one of the prerequisites for a spell caster to scribe a scroll is that it either must be prepared or be amongst the list of spells known. Since the Artificer is a prepared caster they must have the spell prepared in order to scribe a scroll.
Additionally, there aren't actually any explicit rules on crafting wands of specific spells, that is up to the GM.

The xanathar's crafting rules has done away with the spell requirements for (non-scroll) magic items however.
It is up to the DM which rules to follow, or they can impose their own rules, or disallow crafting all together.

Actually I just re-read that section, and I stand by my original statement, though I could have done a better job clarifying.
The section within the Dungeon Master's Guide specifies crafting existing magic items found within the Dungeon Master's Guide and Xanathar's Guide to Everything. It doesn't provide rules for crafting Wands for spells that weren't already found within either the DMG or XGtE. For example, how many charges would a Wand of Cure Wounds have and what would its rarity be?
Granted there are rules in the Dungeon Master's Workshop Chapter for creating Magic Items, but that is for the DM creating magic items, not rules for Players crafting them. Though it could be used as a guide for estimating the rarity it doesn't provide guidance for setting the amount of charges an item crafted by a player should have.
The rules in the DMG don't say they only apply to official items or from certain books, so they generally apply to any magic item regardless of source.
I am not going to argue whether characters crafting a homebrew magic item follows the same rules as crafting an official magic item.
Obviously, but we weren't talking about homebrew originally, just the downtime activity. Homebrew is a completely different subject, and is even more dependant on DM than downtime rules.
