I'm a new player and I really wanted to make a character that could take the form of a phoenix. I've only played dnd once before as a druid and I was wondering if it would go against any rules to make a Fire Elf druid and shapechange into a phoenix. or if there was a better way to go about it.

The unearthed arcana I think you are thinking of is the Phoenix sorcerer.
As a moon druid, you could turn into a fire elemental at level 10. A Phoenix is pretty powerful. You might ask your DM if you can learn true polymorph (why that isn't a druid spell I'll never know) at level 17 and turn into a Phoenix that way.
Here's a homebrew Phoenix you can show your DM and see about tweaking it to match the match of what you're both wanting to accomplish with this idea. You could easily nerf it to a young/child Phoenix easily.

you could also just use Shapechange, a 9th level druid spell, to turn into a phoenix.

Yup. Other than the above fluff is always an option. Ask if you can turn into a hawk (phoenix) with no mechanical difference to the normal hawk.
Less powerful and lack of fire damage might break immersion, but an option nonetheless.
If moon druid, you can fluff the fire elemental as a phoenix as well.
