I have a few sessions in but still think I'm a new player. I figured I'd ask and see what I got for an answer so here we go.
About to take part in a one shot and our rules for character generation are that it should be LVL 15, any race or class is open and we can add 1 rare and 2 uncommon magic items. How would you go about making a character that is very difficult to hit? I'm thinking Warforged Forge Cleric with a Spellguard Shield, am I off to a decent start?
I find it off putting that a DM would a new player create a lv 15 character for a one off.
Hard to hit is how high your AC is. So look for a race that has a DEX bonus and class that can use the dex bonus for AC. Keeping in mind you do not get a dex bonus to AC for some armor types. However, plate gives you AC 18
Half plate can give you 15 plus Dex modifier. If you could manage an 18 dex you will have 19 AC. By level 15 you should have several stat increases
Warforged cannot wear armor and I believe the max AC (without assistance) is 16 and I believe you can add dex to their AC

You're thinking of the WGtE version. The E:R version is official and gives you +1 to ac. Also, half plate's dex bonus caps at +2 like all medium armor.
I'd suggest a Tortle (17 AC base, no need for (Str 15 for) armour or Dex), with shield proficiency and access to arcane spells. You can't beat the benefits of Shield, Blur, Mirror Image, Darkness and the like with just ability bonuses and magical items.

You can pick Shield of Faith to boost AC To 24 naturally or 29 with Shield Reaction.
You have resistance to spell damage thanks to Ancient Paladin.
You have lay on hands to heal up 35 hit points and then cast Sanctuary as a BA so they have to pass a WIS save to even hit you while healing.
You have counterspell to just say "nope" to spells anyway.
For that build I think I'd switch Plate +1 to Adamantine Plate, you lose 1ac but you turn critical hits into normal hits which might be more worth while and/or use a cloak of displacement to make attack rolls against you have disadvantage.

Yeah those are better items for sure....I was mostly focused on the Class Features but you are correct I would go with the displacer cloak for sure.

Warforged forge cleric is pretty good, but the spellguard shield is very rare. You'd need something different.
At 15th level, it's simplest for me to say a bladesinging wizard is the way to go. 5 uses for Bladesong along with mage armor, haste and shield can easily push your AC to 29 with a 20 and 18 in dex/int WITHOUT any magic items. Factor in mirror image and contingency to make yourself nigh unhittable. Other very useful spells for this purpose include, but aren't limited to, absorb elements, protection from evil and good, blur, levitate, counterspell, fly (with feather fall) and greater invisibility.
Obvious choices for items are the bracers of defense, cloak of displacement, ring of protection and cloak of protection. A +1-2 weapon is also nice on a more martial build. A ring of spell storing and amulet of health are also often sought after.
