When a number of individuals are trying to accomplish something as a group, the DM might ask for a group ability check. In such a situation, the characters who are skilled at a particular task help cover those who aren't.
To make a group ability check, everyone in the group makes the ability check. If at least half the group succeeds, the whole group succeeds. Otherwise, the group fails.

Adding to that, I'd have the group roll against the highest passive perception of those trying to catch the PCs.
That seems to work well enough. You could also just go off the lowest stealth score (loudest/most visible character). Or rule a distance at which the stealthy folk must be away from the rest of the party to not have their stealth nerfed by the noisy PCs.
As with everything in D&D. Work through it with your players. An official rule that players all hate should be thrown out-as long as you can come up with (as a group) something more elegant.
I know there is a mechanism for group stealth in the rules, but I am unable to find it. Does anyone know what it is?
