So as I understand it, some subclasses/spells are found in multiple sourcebooks, such as the spell Booming Blade being in both Sword Coast Adventurer's Guide and Tasha's Cauldron of Everything. However, when previewing the Individual Purchase Options of these two sourcebooks in the marketplace, the spell does not appear in the list of spells available in TCoE (but it does appear in SCAG). My questions are:
1) If I bought all of TCoE for $30, would I get Booming Blade for use in the character creator?
2) If I purchased this spell individually from SCAG, would the Previously Purchased Content credit apply if I went to buy all of TCOE?
Yes, you would. When you purchase a sourcebook/adventure, then it unlocks all content that is included in that sourcebook/adventure, even if it's been previously published in another book.

The ability to purchase specific content and have it contribute towards the book it's from was something that the team felt was super important when the site was built.
We still do.
Requiring someone to purchase an entire sourcebook just because they want to play a single race from it isn't a great experience.
The problem with the system is that we never envisaged that there would be so much content being reprinted.
The way the system is designed, all content is designated to a primary source and can also have multiple secondary sources. When purchasing individual content, as you noted, it needs to be purchased from the book it was first released in (the primary source) and will contribute towards a discount on the cost of that book. It will not contribute towards a discount on books where it has been reprinted - they are secondary sources for the content.
Indeed, it should contribute to the cost of secondary sources as well, should it not?
I understand you say that currently it does not, but this seems unfair. If the same published content present in multiple sources, then surely the right thing to do would be to make the content contribute to the cost of all those sources.
Provided, of course, that it is, in fact, the same content and is just a straight unaltered reprint.

Consider that a monster from the Monster Manual may be present in 7 other adventures.
If that monster was individually purchased for $1.99, then granted a discount on all 7 adventures it features in, then we'd be discounting a total of nearly $16 for a $2 purchase.
Extrapolate it further and individually purchasing 10 monsters from the monster manual, for $20 might result in a discount of up to $20 off several adventures.
I understand the idea of, "but I have purchased this content and it's part of both books" but we're constrained on how we can approach this if we want to be able to offer individual purchases at all.
You make a good point, actually, and one that I didn't think of until you pointed it out.
Thinking about the cost and how much the price would have to go up, I don't think my previous comment makes much sense. Getting any discount is an advantage that DDB has over other places, especially over physical books, and defiantly one that I would miss if it went away. Or if the cost of purchasing individual items of content went up so much, it was no longer feasible.
I guess that shows that the cry of "but I've purchased it" is not always a valid one.
