That would be a very interesting feature, especially for DMs who don't want to bind their monster options to 'Oh, I should leave this campaign arc until their characters get stronger because I don't want them to get stomped on.'
Me, personally, I've been getting monster statistics from other monsters (either higher or lower on the CR) and adapting them to fit whatever my player's party current situation is. I ran with the concept of a lich for some lvl-1 players using the statistics from the Mummy monster (with some lich features sprinkled in), and so far things have gone pretty well. But scaling takes some adjusting and I reckon if the D&D team go for it, it'll be a while until they manage to adapt every monster.
That is why I like the idea of a template that could be added. As an example, you could have a "Lesser Fire" template that adds +1 CR to a creature that just adds a 1d6 fire damage to their attack and then there could be a "Major Fire" template that adds 3d6 to their attack plus gives them resistance to fire or a fire breath attack. Not to mention adding levels of classes with spells and abilities from them incorporated in. Just some ideas.
A full-blown monster/ NPC builder - in addition to and incorporated with an encounter builder - is already in the design phase and will be coming as the next major release after launch.
Staff have mentioned that additional elements are coming after launch. They are continuing to improve and add in additional functionality as the community provides feedback.
Are DMs going to get tools to help us scale up or down and monsters CR and the ability to add templates such as classes?
