pretty much as the title suggests, are there snow themed high elves? Please note I don’t mean the winter Eladrin - I’m referring to typical high elves if there is a snow version of them at all?
Not in any official lore that I'm aware of, and there have been snow elves in previous editions, but if you're the DM, feel free to do whatever you want at your table. It could just be High Elves that typically take frost-related cantrips for their innate cantrip. You could also take inspiration from the Snow Elves of the Elder Scrolls video game series, or just create your own version. (In my world, arctic elves are wood elves that migrated to the northern and southern poles and adapted to the climate there.)

Strangely enough, even though Snow Elves aren't featured in any official 5e books, their God Rellavar Danuvien is listed in Mordenkainen's Tome of Foes.
The snow elf dirty right? Which section is he mentioned in the book?

No problem. I don't think that they ever were that popular, and there are a ton of other types of elves in 5e and even more types of elves that aren't official in 5e (yet). I don't think it's any specific reason that they haven't been brought to 5e, just mainly that we already have Winter Eladrin (I know they're different, but cover a similar thematic niche) and they were never really a big deal in the first place. I don't even know if they were playable in previous editions, I just know that they were a part of the lore of some of them.

well this is certainly interesting news, I may make a high elf and say it’s a snow elf - bring back the snow elf vibe! Especially as the snow elf diety is mentioned officially in 5E I’m sure I could make a snow elf (high elf) without any objections?
