This would be 100% up to the DM and whatever government they have established, and how a race and/or affliction like vampirism is looked upon in that society. Depending on the inspiring source, vampirism can be anything from a curse, to a disease, to a full on separate race, to corruption, etc. It's the DM's responsibility to not only define it, but also to decide what the prevailing view is upon it.
In my main campaign world its not illegal, however it also depends on how the blood was obtained. Free given blood from the donor is fine, magically created blood, is also fine (I have spells for that.) Murder except in the case of self-defense is a crime as is forced extraction ( like a vampire charming a victim and then drinking from them without concent is considered assault.) Vampires feeding on their own kind is also a crime as it leads to possible chaotic mutations.
