The place I play at is a warehouse club and internet doesn't work much with thick walls/roof so the website doesn't work well (tethering the laptop to my phone) when you need to look up what a spell does or a rule or the like.
At the moment the offline app is being developed only for Android and iOS.
Many voiced their interest for a windows app version, but nothing has been said on that regard just yet, if not that development is focusing on those two systems since they are the most widely used on mobile (for which the app would be focused on)

Damn :( does Wizards have any way for people with low vision to play D&D? Right now I basically have 2 options break the law by printing an A3 copy of the books or get an illegal PDF that can be zoomed in on to be able to have a copy of the rules at the place I play at xD Theres no large print version of the books or anything and without the internet idk what to do lol. They certainly make it hard to do anything xD

Most definitely this year. The Alpha testing is ongoing now, and soon-ish a more open Beta should roll out (you can still join the Alpha if you purchase the Legendary Bundle, btw).
I am in the Alpha, and I can already tell you that the basic functions of the app work very well! There are still obviously some stability issues, and currently only the consultation of manuals and search functions are available (as expected being an Alpha build) but it will be stabilized and expanded in the Beta and the with the final (initial) release, eventually adding the Character builder and Campaign Manager (once developed for the main site I think).

Maybe once it's released outside of alpha and an .apk is available you would be able to use Bluestacks to emulate Android on your PC.
