Let's say I run out of character slots due to being in multiple campaigns/running two characters in the same campaign, and a friend asks me to help them work out any problems in a campaign they're working on, or if I need to use a character during a oneshot but they have to be at a lower level. In these scenarios, would having a second account be fine especially if you can't pay for a subscription?
And before anyone says anything about the Rules and Guidelines, I made sure to reread them in case this question was already answered and from what I saw, it only mentioned circumventing a ban or suspension and under section 2d, "Create multiple accounts to control voting of posts, homebrew or other votes on the site." wasn't allowed.

As long as you're not doing it to do any of the things you noted (circumventing bans/suspensions, or manipulating posts or content), it's completely fine to make multiple accounts.

I just want to point out that per site terms of service, anyone found in violation of the terms of service can have their account terminated. In this case there is no violation of terms of service, but for future reference it is strongly inadvisable to recommend people disregard the site rules/ToS out of an inaccurate assumption nothing can be done.

The mods make sure everybody plays nice - IOW, abides by the rules. There are no rules against multiple accounts, only against a couple of abusive behaviours that having multiple accounts can allow; as long as you don't engage in those behaviours there's nothing they'd want to do. Let's not make this about what you can get away with. The goal shouldn't be to try and get away with stuff. Having multiple accounts, in and of itself, is not like that. It's fine.

I expect this would be in the site and/or account T&Cs if there is a rule about it. I think it is likely to be against the rules, as you are basically creating a second account to circumvent limits and avoid paying for a subscription.
Is there a technical reason you cannot get a subscription? E.g. it isn't available in your country or something?
If it isn't mentioned there (which would surprise me), I would suggest that you should only do this temporarily for the specific purposes you mentioned. Don't comment on the forums from the second account or any such, and close the account down as soon as you no longer need it.

Indeed, once again this was simply out of curiosity, especially since saving the PDF's of character sheets is a thing. Urth, as for you question, besides the scenario, simply because of limits on money for me personally, and you do bring up a very good point about it avoiding the subscription which I didn't take into account, so I appreciate you pointing that out.

There are always exceptions, but in my experience users value their (main) account - they like the username, the fact that they can get recognized by others, and how their history using that particular account established a sort of identity for them on these forums. Post counts and "forum credibility" can matter as well, and if you like PbP your user profile sort of acts like a resume when applying: it doesn't hurt to have a bit of padding out when talking to a prospective DM about maybe getting a spot in their new campaign. I know this is all somewhat silly and superficial in the grand scheme of things and doesn't mean anything with regards to character sheet spots but it does count for something in practice.

Remember that purchases are tied to accounts so unless you're going to buy the books multiple times, your additional accounts will only have access to the free content. You could go down the content sharing route, but in order to be actually benefiting you'd have to be using someone elses content sharing, which would mean each account you'd be making would be eating into their user limit (12 per campaign).
Ultimately it's a lot like entering in official content to the homebrew system for personal use; it's down to you if you want to jump through the hoops and go through the effort of doing it to get a (limited) result for free, or pay for the convenience.
