The homebrew content is only shared with players in campaign if it is on your collection. So private content that your create can be hidden by removing from your collection. And it will still available to view from you on "Homebrew Creations" page. Also if you have a subscription public homebrew content can be added to your collection to share with other campaign players.

If you have it set to private (not publishing it for public use) anyone in your campaign can see it, but nobody else.
