Who can see them? Can all the players see them? Is there a way to keep them private to the DM until you assign them? Or pick who can view them? Thanks.

They are visible to all players in the campaign (as in, players can see they are there) as anyone in the campaign can claim it, but only the last owner and the DM should be able to view/edit the character sheet until it's claimed by someone (at which point it becomes viewable/editable only by the new owner and the DM). If you want to keep them private you could create the character outside the campaign (note: it won't be able to use content shared via the campaign), then when you want someone to claim it, use the invite link to add it to the campaign and unassign it.
If I need to make a character using the shared content in a campaign (for an NPC) that I don't have I just quickly create an unassigned character and them claim it and remove it from the campaign. If a player is watching then they will know I'm making one but they will have to be quick.
