I suspect its because Physical Characteristics only provides quite rigid aspects of the appearance whereas the freetext box in 'Appearance' would allow you to describe things like attire, mannerisms, general vibe, notable traits etc. It may also allow pasting of an image though not sure about that as I've not tried.

Assuming you mean in the character sheet, it's where you describe your characters appearance.
