I mean, the Legacy Tortle says the following under their Natural Armor feature, "You gain no benefit from wearing armor, but if you are using a shield, you can apply the shield’s bonus as normal."
So, it's not that they can't wear armor, they just don't benefit from it.
It does appear the legacy version of the tortle says you're ill-suited to wear armor, but then it also says you gain no advantages from wearing armor, meaning they likely could have worn armor. There's no reason a blacksmith couldn't make an accommodating suit of armor. However, the new tortle from Monsters of the Multiverse does specifically say
You can’t wear light, medium, or heavy armor ..
So RAW I suppose now they can't wear armor.
Tortles are the only I've seen that technically can't wear armor anymore.
Reminds me of the M:tg phrase, "An Ooze in boots" meaning that the rules are generally kept simple so players can enjoy them, even if it ultimately makes no sense.
The Tortle can wear Armour, it's just already armoured. I think there was a version of the Warforged that required proficiencies to use it too, but that was UA.

Actually the MMM version of tortle specifically can’t wear armor. The original one could, it was just of questionable value. So it depends on which version you use.
I can think of the Tortle and that's it.
I'm making a homebrew spell and the material component is armour you are wearing or natural armour with a base value of 17 or more.
The wording covers the Tortle's inability to benefit from any but I want to make sure no other races miss out.
It's not that tortle's can't wear armor, it's just that it generally doesn't make a meaningful difference.

The playtest version of Warforged couldn't wear armor.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
