As a publicist once told Gary Larson when someone pointed out what they thought was a rude drawing ("In Search of the Far Side"), people are going to see what they want to see. I don't see it, but maybe I just don't want to see it. Who can say for certain? I'm pretty sure it's not some deliberate representation of those two buildings other than architecture that's used by more than those two buildings that were referenced.

Human. Male. Possibly. Don't be a divider. My characters' backgrounds are written like instruction manuals rather than stories. My opinion and preferences don't mean you're wrong. I am 99.7603% convinced that the digital dice are messing with me. I roll high when nobody's looking and low when anyone else can see.🎲 “It's a bit early to be thinking about an epitaph. No?” will be my epitaph.
Most of the original artwork included in the backdrops actually came from pre-existing content. Like an adventure module cover or something like that. I certainly don't see what you are seeing, there arent many buildings actually built on top of a mountain peak in that matter in the real world, but fantasy settings seemed to have really opened up that property market.
Oh, I don't really care I'm an exmo myself. I just thought it was funny that they edited and the salt lake city Mormon temple (removed the center steaple) and the San Diego temple that is known as the "Castle" and used them, by adding parts over them to make a fantasy temple in the mountians. Quite ingenious and fitting really. More an observation then anything.
I can see the SLT, it is pretty similar. It's also not too different from various fantasy designs though, and quite similar to cathedral design. It would surprise me if it were inspired by the SLT, but it's generic enough that it could just be a coincidence.

So who is the Mormon or Exmo that made the Cleric Backdrop and used the Salt Lake and San Diego Temples in the image.

It's the cleric backdrop on the character sheet.

That's the artwork from pages 56 & 57 of the Player's Handbook - the section with the rules for the Cleric class.
