So my question would be, what would be the overall goal to adding these additions? I remember reading somewhere that Unearthed Arcana content prior to 2018 will not be added into DDB, is this true?
Yes, what you heard is correct - D&D Beyond will not be adding playtest material that Wizards of the Coast have retired (ie. has completed it's playtest period).

D&D Beyond FoundersRevised Ranger, Artificer etc have all completed their playtest cycle, so won't be added to D&D Beyond.
if WotC produce a new UA article with new versions of those classes for playtest, then they will absolutely be added to D&D Beyond. :)
Also, any new published book will be available for digital purchase on D&D Beyond.
