Is there an official setting where magic is scarce and powerful? I am not talking about the low-level wide magic world of Eberron, but one where magic is almost nonexistent among most races, but those few that can use it are feared and worshipped like gods.
I am specifically looking for a setting where the only people who possess magic are ancient races like dragons and those few who have made pacts with them or proven themselves worthy of being given magical power.
A world where the vast majority of people live their entire lives without seeing anything or anyone magic?
Is there an official setting like that?

A caffeinated nerd who has played TTRPGs or a number of years and is very much a fantasy adventure geek.
You might check out the old Birthright setting. Mages were scarce (iirc elves were naturally able to be wizards while humans and other races needed a defeated god's bloodline to use arcane magic), the bloodlines of the old gods granted rare powers on their own, and the regents controlling arcane or divine "domains" could cast realm-wide magic. This was actually intended for PCs to be part of, so the power level of the campaign for PCs was obviously intended to be broad in scope.
The setting has not been published in many years but the products are available on DM's Guild I believe and there is a 5E conversion community here. http://www.birthright.net/
Lore-wise I was a huge fan back in the day. Probably my favorite DnD published setting.
Dark sun gets pretty close, though there’s a lot of other stuff going on there. And there’s no 5e version, but there’s plenty of lore stuff for the older editions.
Birthright and Dark Sun were the first ones that came to mind for me too. :)
Birthright was a very cool concept. From what I remember, it is heavily focused on running a kingdom, political maneuvering, and large scale wars. That might not be what you are looking for the PCs to do. But the setting itself could inspire you a lot.
Dark Sun is more of the standard adventure format. It just has a very different kind of setting. It will probably inspire some ideas too
