Can you give any more details as to what this monster is and what type of fighting style it has? Does it have a bow or swords? Is it an elemental? That will help people know what spells to give it.
It's made almost entirely out of liquid, so it would most likely be a beast/elemental, but it looks like a human, so humanoid/monstrosity. Its main attacks are Bite and a ranged attack which I haven't decided yet. It lives in bodies of water, and its purpose... it doesn't have one

What do you do to get a one-armed goblin out of a tree?

I suggest Ensnaring strike, maybe a kind of seaweed instead of vines, pass without a trace, and protection from energy. For a random encounter monster, that should give enough utility to make it interesting.
For ease of actually running the monster as a DM, I recommend limiting the number of concentration spells to no more than 3. Separate your spells by # of times you can use each day and by their utility. For instance, it's helpful to separate spells that are almost strictly pre-combat or non-combat from those spells that are exclusively for combat use. That way, when you are playing as the monster, you do not spend too much time deciding what the monster should do during combat.

It's going to be a fourth-level ranger spellcaster with a CON spellcasting ability, and it's made of liquid so it doesn't need Alter Self.
