I own both Rise of Tiamat and Hoard of the Dragon Queen.
I just noticed that there is a new "Tyranny of Dragons" sourcebook. But when I go to click on anything in that book, it brings me to the purchase page.
1) Is the content in this book different to the individual books?
2) Is it correct that I should not have access to it?
it's only been announced. and to the best of my knowledge, it's mostly just a reprint. at most, it's up to date with errata and may have a new fancy cover. but if you already own both modules, you probably don't need to repurchase.
this is barring further details as WoTC announces them for the product.
Weird, when I click the link it takes me to the Table of Contents that merge HotDQ and RoT.
Also it "came out" today (though, it's a reprint I'm 99.9% sure).
They were rumors this was going to be something big dealish, but it's just a reprint from what I can tell. All the stuff in it seems to reflect what's in the current online edition, not sure why DDB is calling it "new." Neither they nor WotC gave it a product page or anything like that. Amazon I think is responsible for a lot of the hype that many folks who stalk Amazon went all excited over, and a few them did some more research and retracted their excitement.
But the fact that I can just click it and be brought to the ToC tells me the "changes" are likely minimal and were already done here.
EDIT: spot-checked some NPC spell caster stat blocks between what I can see on DDB and my physical first printing ... no changes. Don't have time to do a deeper comparison than that, but I think this "new" product isn't a thing. More like when Strahd Revamped was released, the DDB material had already been upgraded (and they nicely did not start charging the boxed set rate).

Amazon is famous for jumping the gun on products that havent been announced yet. That's how a lot of streamers clue in on when a product will release.
Now WoTC did announce this was coming, but very broad strokes so far. Like part of a product lineup and what quarter to expect it in, roughly.
For some stupid reason, it requires you to pay for the damn book again.
But do I actually get anything? It doesn't make any sense and it doesn't tell you if you do or not

it is just a reprint and combining both books into one package. so i guess not much fanfare for it

Same here - I own both the originals but cant access the 'new' content despite the changelog suggesting I should have access.
Anyone who is finding trying to access Tyranny of Dragons takes you to the marketplace when you already own either or both, try the following steps:
