Last year, and since, I have gotten all the books here on DnDB. Recently found out that there were free books to go along with books I've bought, so I went through all the books to find out which ones I needed to claim. I noticed The Radiant Citadel is the only one I can't get at this point. I'm just curious as to why it isn't available when all the other extra books are.
This one specifically was under a time limit. I am not 100% sure but I believe that this is because it was the first chapter rather than some bonus content to go along with your purchase. Below is a link to the original article.
There have been a couple of releases that were only available until the main product was released. Another example is Spelljammer Academy. I suppose the idea is that it builds hype for the product, but they don't want it competing with the main product itself? The Spelljammer Academy is unfortunate because it was probably better than the actual release.

Often when a new book comes out, DDB releases a promotional item, often a book, that themes with it. When Bigby's came out, they released a giant themed one-shot. Spelljammer was a prequel adventure that took characters from L1 to L4. Radiant Citadel had a sample of the first chapter or something.
It's usually on the front page of announcements.

There are a few small, extra books you can get for free. This isn't the whole list, but books like "Baldur's Gate Gazetteer", "Giants of the Star Forge", and "Monstrous Compendium Vol 3: Minecraft Monsters" are all freebies.
