Foundry isn't a licensed digital partner for D&D 5th edition so you can't buy official, first party books on that platform like you can on roll20. Therefore there's nothing to buy, let alone transfer your purchases over (which isn't a thing on any of the three digital partners, nor a thing in general for digital purchases)
but as i understand my player needs to build there characters here on dndbeyond to get it into foundry so i would need to buy access to all the things on dndbeyond
My group uses owlbear for maps and DnDBeyond for character sheets. No need to export them. But I don't know jack about Foundary, so maybe there's some benefit?
The beyond20 extension works for both Roll20 and Foundry so as long as you have the books shared on your campaign on DnDbeyond you should be fine. There are mods and such you can get to import more but that is more for a DM perspective than a player one.

Im thinking of changing from roll20 to foundry , is there a way to do it without having to buy all the books again.
