You can't transfer characters to other accounts (due to stuff like content access). But you can make a character in campaign, unassign it and let someone else in the same campaign claim it, allowing them to use it
Yes, but you have to be in a campaign with them. Join the campaign as the character you want to give them, then unassign the character. When they join, they will have the option to claim that character. It will now be in their character list and not yours.
Or create a campaign and create an Unassigned Character within that they can claim. Once they claim it and leave the campaign, the character is their's permanently.

1. Create the character you want to send to your friend.
2. Go to My Campaigns, choose the campaign you want your friend to join and click View Campaign
3. In the top right corner, click on Copy Link
4. PASTE THIS LINK INTO YOUR BROWSER ADDRESS BAR and you can join your own campaign.
5. Select the character you just created, and click JOIN WITH THIS CHARACTER at the bottom of the screen.
5. Click UNASSIGN on the character.
6. Finally, send the invitation to join your campaign to your friend, and when he arrives, he'll have the option to select any unassigned characters in the campaign.
DM says you level up, you click manage character levels (or edit, etc), increase one of your class levels by 1 or add 1 level of another class, make any new choice options for that level, and you're done.

It becomes their character. They can modify the sheet any way they please. As for access, they don't lose any of the content that's on the sheet even if they don't own that content themselves, but anything new - including a new level in a (sub)class - has to be available to them either because they own it or because it's shared with them. It's exactly the same as if they'd created the character themselves.

The levels don't change. At least, I assume they're not supposed to. If they do, report it as a bug.

Came in to say this, as I have done this a few times. Make a character in the campaign, unassign it, someone else takes it.
Okay, just to complicate matters, what if I'm trying to help a friend create their character, but we're both players in the campaign, not the DM? I do have a full membership to DnDBeyond, and I can create a campaign just to transfer the character, but would that even work? Can they take that character out of the campaign and put it into another campaign?

Came in to say this, as I have done this a few times. Make a character in the campaign, unassign it, someone else takes it.
But, the question is not that. It’s when a “player” wants to transfer the character to another “player.”
We are going through this in our campaign right now so I’m going to try what was mentioned before and I’ll post how it went.
