Looking at page 165 PHB describes all the Feats. However, there isn’t any description on how many a character can have and what levels. I saw in a different forum a character can have it at level 1, then additional every four levels, so 5, 9, 14, etc. What exactly is the rule here?

Using feats is an optional rule, first of all, so make sure you're allowed to use them.
Second of all, you can take a feat any time you would get an ASI instead of that ASI. It just replaces the Ability Score Increase.
As per 2014 PHB rules, you can, with your DM’s permission, take a feat instead of an Ability Score Improvement whenever you gain a class level that grants one. So, most classes will get an ASI or Feat at level 4, then 8. Fighters will get another one at level 6.
Some optional rules allow characters to take Feats at level 1. The Variant Human in the PHB does so. Several recent sourcebooks, e.g. Strixhaven, Shadow of the Dragon Queen and Bigby, include backgrounds which grant level one feats (which are usually specific feats locked to that background).
A DM can of course choose to grant Feats at any time.
In the imminent 2024 PHB, Feats become part of the core rules. The new Backgrounds grant Origin Feats (usually somewhat weaker feats). The 2014 Variant Human is now essentially the standard Human, but is restricted to taking an Origin Feat (additional to the one from their Background). Other feats are now “General Feats” and restricted to level 4+. Finally, Epic Boons, an optional rule in the 2014 DMG I believe, are now a type of feat available from class level 19+.

The Fighter gets their first General Feat at level 4, like the other classes. It’s their next feat which they get earlier.
