I've tried searching but came up empty. My wife is the primary DM for our home group and because the DnD Beyond character builder is the best one there is (AFAIK) she has the master tier and has purchased the 2024 PHB. Her content sharing is on but is only available for characters that are actually in the campaign. Historically it hasn't mattered if a character was in the campaign or not, shared content was available for use when making characters regardless of campaign affiliation but while trying to familiarize myself with the 2024 rules and character creation, I have discovered that unless I'm editing my character that is in the campaign (already at level 10 now) I cannot access any of the shared 2024 PHB content. When building or editing characters outside of our home campaign, I cannot access any 2024 content except for the content included in the 2024 free rules. Did the rules change or is there some kind of glitch in the system here?
The character must have been created in the campaign with ContenSharing active. Or you claimed a character in there while CS is active. Your options are still there until you make changes during level up. If CS is OFF and you tried to make changes, you'd have less options to pick from.
What's passively available is, reading the sourcebooks/adventures that are being shared, so long as your're in one campaign that has CS active.
It's been that way for as long as I've been on here, so three years now. You've always had to join a campaign with a character, then that character had the shared options. It used to be three campaigns that you could do this with (and if you do a search of the forums, you'll find references to this at least as far back as 2018), but during COVID-19 they upped it to five.

Oh I finally found something on it on a support page. It appears that they did change how it works and it only works within a campaign now.
