Creating custom background for a pen and paper character sheet seems to be the only viable option, but I'd love to create them in the site so my players can chose them when creating a character there. If this has been addressed, I apologize, but wanted to see if there was any word on this.

There is an option to create backgrounds in the 'browse and create homebrew' section - it's at the top of list or does that not work for what your aiming to do??
No word yet AFAIK. However, in the meantime you can still make one in a slightly clunkier way:
Collections Menu > Homebrew Section > Create Background
The 2024 Backgrounds follows the same format:
1x ASI of +2/+1 or +1/+1/+1 to a limited choice of 3 Ability Scores 2x Skill Proficienies 1x Tool Proficiency 1x Feat Starting Equipment: a mix of items and gold worth 50 gp or just the 50 gold.
There is no option for adding the ASI in the Homebrew tool BUT if you select a species with no ASI and a background that does not provide ASI then under Abilities in character builder the player can still choose +2/+1 or +1/+1/+1 to ability scores of their choice. If you are intending to limit choices, then you can use the Feature box to detail this instruction.
In the Feats section you can add multiple feats and the player will be able to choose between them. This is good for a pre-approved list if this is a one-size-fits-all custom. Or just put in the one feat for a traditional homebrew background.

You already can. At least it works for me.
2024 backgrounds are quite different from 2014. Primarily the fact that 2024 backgrounds grant you your ability score adjustments (instead of your species).
The current homebrew background creation does not, as far as I can see, allow you to set the possible ability score adjustments that the background should provide, hence you cannot use them with 2024 rules.
You can create a custom background for your character in the character builder's background tab. Above all of the backgrounds is a selection for Custom Background that you can then configure with skills, languages, etc.

The problem with that is that it only allows the creation of a 2014-style background, not a 2024-style background, which is what the OP wanted. As RJP1973 pointed out, it doesn't allow selecting an origin feat or ability score increases, or the right number of skill/tool proficiencies for a 2024 background.
Hey D&D Beyond, I will not purchase or subscribe again until the 2024 background issues are fixed. The current options for 2024 backgrounds are too ridged and you should be able to select any one of them but then alter choices within to fit your character. The fact that they are 100% ridged and can't be altered IMO makes D&D Beyond unusable.
This should be your top priority for fixes. Make 2024 backgrounds easy to customize instead of ridged have to do it this way choices.

Only because you used it 3 times: it is "rigid" not "ridged".

I also disagree with it being a top priority. You can achieve a custom background already. It's not the best or most ideal way, but it's easy and results in the exact same. There are fixes that cannot be so easily resolved by the user that should definitely take priority.

It would be nice to get an easy 2024 background homebrew option in the DDB toolkit. That said, I don't find the 2024 backgrounds rigid. There's flexibility baked in with the ability to choose where to put the ability scores from a short list. The worse option, which would be truly rigid, would be if the 2024 backgrounds only had one ASI bonus, e.g. if Acolyte only had +2 WIS and +1 CHA. More variety can only help though. Which is why I'd love to see a book that translates all the current backgrounds and subclasses to 2024.
