I’m considering getting all the resources and a Masters subscription with the intention of sharing them with my party, but I will not be DMing at all. Does the whole group get access to resources held by anyone in the group, or only the resources held by the person that created the campaign?
The DM can create the campaign and you join. Once you have a character in the campaign you can go to the manage campaigns screen and into the campaign, at the top of the screen there will be a button that says enable content sharing. You can do this for up to 3 campaigns.
It's also worth noting that using a Master Tier subscription to enable content sharing in a campaign will share ALL content from ALL members of the campaign.
If one person has purchased Player's Handbook, DM Guide & Monster Manual, then another person has Xanathar's and a third person has Volo's - all of those products will be available to everyone in the campaign.
I didn’t realize this was possible and I (master tier sub) created a campaign for my group, but I am not the DM. My party subsequently made characters using my unlocked content, which they wouldn’t have had access to otherwise (they all haven’t purchased anything yet).
Is it possible for me to transfer my role of DM (as classified by DnD Beyond because I made the campaign) to our actual DM?
If not, and my DM has to create a new campaign, will my party have to remake their characters? Or will the characters they already created using my unlocked content stay in their account and simply become usable once they join the new Campaign (after I toggle the content sharing on)?
They should just be able to leave the campaign, and then join the new one with the same characters. If during the time they do not have access to content sharing they try to change something like spells, or they try to level up, they will lose access to the shared content. But if they're just jumping from one campaign to the next it should be fine. :)

Yup, confirmed - removing those characters from the campaign won't break them.
