I'm feeling pretty foolish. I am a 34 year D&D player, DMing for the last 25. I kept reading positive reviews about D&D Beyond, all of which referred to it as a "tool set." I have spent a fair amount of coin on this product, purchasing the legendary bundle.
I cant find any tools other than a character generator. Where is the encounter generator? The campaign tracker? Where is the treasure generator? Magic item generator?
Is it just me or is this a character generator marketed as a "tool set"?
The "tool set" everyone refers to, is currently constituted by:
Characte Builder
Campaign Manager
Homebrew Races tool
Homebrew Subclasses tool
Homebrew Magic Items tool
Homebrew Spells tool
Homebrew Monsters tool
The campaign manager is indeed a bit simplistic at the moment, but the Encounter builder is currently in development, with Alpha access for subscribers becoming available "soon".
Everything else you mentioned is in the plans, just not being actively developed on at this moment. DDB is an ever-evolving service, and now that Curse has partnered with Fandom it seems they have more resources available, which should mean the development and evolution of the service and tools should see an improvement.
