I can't test this easily because I'm the one sharing, and the question is raised by someone whose screen I cannot see to verify. Thought I'd try asking at the source. (Also, the zendesk knowledge base did not answer it.)
tl;dr: If I am sharing content via a Campaign Page with a player, when they create other characters not attached to that campaign, will they have access to all that shared content in the Character Builder?
Specifically, I have created a Campaign in order to share my content with my kids (as there is no Family tier). Each family member has a character that has joined that campaign, and I have dedicated one of my three sharing slots to that campaign. When they go to make a character in one of their other five character slots, will they be able to make Goblins or Kalashtar (assuming I have purchased that content, of course)? Or are their five character slots not in my Campaign limited to the content they have access to outside of sharing?

The shared content is only usable for characters within the campaign where the content is being shared.
This means that they won't be able to use the content to create other characters, unless those characters are in a campaign with the content shared.
It's worth noting that characters that have been created and levelled in the campaign can be moved out of it and they won't suddenly lose content - they just won't be able to gain new features etc using that content.
