Depends on where. Since the Sword Coast is just a collection of city states and independent kingdoms you could find an area that isn't in a spot claimed by someone else and as long as you can defend it you own it.
Every campaign may handle this differently and it's entirely and completely at DM's discretion.
However, I imagine it would likely involve contacting the current owner of the land or the kingdom/lord of the realm/emperor/local government as appropriate. You advise you want to own the land and why. They either say yes or no, if yes they give you a price, you pay gold, you get the land and may do what you want to make the fort (there are price guides in DMG but they are only guides, and using the spell is cheaper - or free if you're using Wish to replicate the spell).
However, DMs may do things your own way. In my campaign we did a favour for a demigod and because he liked us, he gave us everything we needed and we skipped over the getting the land part since 3 of the characters had noble families and were renowned as powerful adventurers so getting the land was easy for us, since the land in question is floating in the sky (so cool having a demigod friend). Other campaigns however may disallow the whole buying land thing and having a permanent fort will cause problems.
So really you need to talk to the DM because they may have their own ideas and because you'll be needing a type of timeskip since it takes a year or more and I doubt you'll be RPing the entire year of repeat casting/overseeing of construction.
If you do get the year timeskip consider getting the coin and spell Teleport Circle so you can cast that every day too so afterwards you'll have a fortress and a way to teleport back to it safely and easily.
