I'm trying to make a mind control person that has the goal of essentially permanently dominating others like a necromancer does undead. So far the only viable candidates to do this excluding homebrew are Geas and wish. The three best candidates class wise are sorcerer (who dose not get geas), enchant wizard, or order cleric. are there any feats, races, or other things I'm missing to try to make such a character a reality? im a DM primarily so this would end up being villain option for a future campaign; dont hold back on rare items or boons that might help.
I think I would make it a bard. Enchantment are sort of their iconic thing, I believe.
As for the limitation, I would just grant him the possibility to do so, NPC don't really have to follow the rules. If you want an explanation gamewise, maybe he got a wish granted one way or another (a deal with a genie, a ring of wishes, or similar) and wished for a way to make Dominate Monster (or dominate person, if you wish for him to be lower level) permanent. If you want it to be "balanced", maybe the duration was increased to a full day (still concentration), and having it maintained on a person for 30 days makes it permanent.
I would not go the Geas route, because while the creature is Charmed it does not have to follow your orders if it doesn't want to, and the 5d10 damage will either kill the target or, if it's a higher level target, they will probably be able to heal it on a short rest.
Geas can still be useful for these short terms dominations though, but that's not really the equivalent of a necromancer, IMO.
Thank you for the input. yeah cinematically im trying to go for a mass mind controller and i just placed geas there because it was the only charm effect that "by the books" can become permanent. As 5th edition does not have balanced psionics yet enchantment is the way to go. But yeah I guess i could just go with a slight amount of homebrew and use the wish mechanic to justify a permanet dominate type spell.
If you don't mind changing your aspiration to "essentially permanently dominating others another", then The Great Old One warlock has the most enduring mind control of all in their Create Thrall feature.

I think your best bet is enchanter Wizard who actually uses enhancements carefully and sparingly to manipulate people into following them normally.
