You can certainly go to the page that has the dossier and tell your browser to print it, then choose to print it to pdf. You can easily find software for giving you a fake printer that actually prints PDF, if your computer isn't letting you do it natively.
You can also use the D&D Beyond app and download it on there for offline use.

I was wondering the same. In fact the official video talking about Vecna states it can be downloaded, but the "digital library" redirects to D&D Beyond. I can't even download the Monstrous Compendium anymore (I already did when it was released). It feels like WotC stealthily removed the pdfs and now it's all D&D Beyond based. This is worrying because I, like SO MANY other players and DMs, don't want to use a device at the table.

But you're on D&D Beyond which is designed to encourage you to use a device at the table.... If this was something released by WotC exclusively sure. But this was something to specifically promote D&D Beyond.

How? I thought I did before on my phone, but it broke. When I just went to do it on my tablet, and the app isn't showing anything that would be it (just other things I've purchased or been given).
Edit: Disregard, I went back to the app and where there was a blank space p, there is now the dossier. :s
If you're not willing or able to to discuss in good faith, then don't be surprised if I don't respond, there are better things in life for me to do than humour you. This signature is that response.
This was clearly meant to be downloadable. I have received a response from support saying I can use the landing page to download the pdf, and haven't yet received a response to my follow up "nope, there's no download button".
Yes, we can all use DnD Beyond but not everyone wants to use devices. DnD Beyond is a great tool for planning, but when running the game I hate using a device.
