When you buy the books, it gives you access to online materials. When you buy a membership, you are able to share the materials you have access to with others in up to 3 campaigns. So really, it is like you buy everything and then everyone can benefit from what you have purchased. This allows you to split purchases up among the party as well if wanted. I don't remember the differences between the tiers.
