Is it to overpowered to swap the 3rd level College of Valor features with the College of Swords 3rd level features. Then go 6th and 14th level features from the College of Valor subclass.
If this is to overpowered, do you know a possible substitute I could use in place of the 3rd level College of Valor's features. Basically, I want a character who uses their Bardic Inspirations for themselves.
I'd say that it would unbalance the whole thing a bit. Allowing shields together with defensive flourishes (or any flourish for that matter) and using weapons as your spell casting focus does open up for some whacky shennanigans.
That said, I'd go with ftl's suggestion and just play a sword bard. If you really want to play a more independent character then the sword bard is much more suited. Giving up a single weapon attack per round is a small price to pay. :)
First things first, your DM is the only one you need to convince to allow this. But here are my thoughts:
If you swap out combat inspiration for blade flourish, that might make valor bard too tanky (as lostwhilefishing mentioned).
If you take all sword bard features at level 3 instead of valor bard features (so you don't get shields or martial weapons, but get fighting style), you will essentially be a normal sword bard until level 14. At level 14, sword bards get the ability to use blade flourishes (with a smaller die) without consuming their limited inspiration dice essentially making them unlimited. To replace that with the valor bard's level 14 feature would let you make a bonus action attack if you cast a spell, but you can't use a flourish with this attack. In my opinion this is a nerf.

Imo, Psychic blades is already a balanced smaller divine smite. If you mean making it use spell slots, that would be too much power gain.
I actually really like taking 2 levels of paladin with sorc or bard to get the most out of smite as a gish. It slightly slows your spellcasting progression, but you can out smite a level 20 paladin by level 8. Divine smite also stacks with psychic blades or blade flourish to add even more power.

Doesn't sound particularly broken. You could always just go straight college of swords...
