The actual sidekicks themselves are available on D&D Beyond here, along with the advancement rules.

Are the sidekick rules just in the Dragons of Icespire peak adventure or do you have to buy the whole essentials kit?
You get the level 1-6 sidekicks with Icespire, and the higher level sidekicks with each add-on adventure. If you buy the essentials kit, you get a code for the adventure + add-ons for free.

There are also similar rules in Acquisitions Incorporated (for skilled & unskilled hirelings) and (3rd party) in MCDM's Strongholds & Followers.
