Now that he is 9th level, he wants to take advantage of the 2024 War Domain spell Steel Wind Strike. You would need to switch them to the 2024 version of the Cleric class. The 2014 and 2024 versions of each character class are implemented as separate classes on D&D Beyond, so you'd need to remove the class you have selected and choose the 2024 Cleric (the one in the uppermost section labeled "Core Rules") instead.
This will result in needing to level them up to whatever level they were at again, as well as making any choices made on the Class tab again. Therefore, I'd recommend making a copy of the character first.
So, in essence, I would have to rebuild the character from 1st level using the 2024 version of the Cleric? Because I looked at trying to change the current 2014-character class to the 2024 version in the Character Builder and there is no way to do that.

There is a way to do that. You need to remove the class that's there (click the red X button next to the Level drop-down) and then select the 2024 version. This will set the level back to 1. Then change the level to whatever level the character was before.
Cool. After I change the level, will I have to rebuild all the other successive pages of information, such as re-add all the equipment, magic items, ability scores, background, etc. or will it retain what is already there?

You'll have to redo everything on the Class tab (class-granted skill proficiencies, feats, subclass, spell selection, etc.) but everything on all of the other tabs will be retained.
You can just add the 2024 cleric class and levels then drop the old one. No need to make a copy. They will need to pick their class features again though.
