Okay got a question/// is there a spell that uses the weave of magic, some form of time or scrying spell to look into the past and uses the consciousness of people of the past (bare with me here) to record the information of say any spell that’s been used in the past or studied into a say a enchanted book. That you could use to find out say ingredients for a spell or a incantation for a spell that’s been forgotten by the people/beings of the present? Like looking into the past as someone researches a certain level of a spell and it’s copied into a magic book and if so is there a level limit on the spell one can look at 12 level spell or what? And what level would said spell you would have to use to just get this information be?

This sounds more like a plot device than a mechanic spell to me.
A cleric's divine intervention could be useful, as could any of the divination spells (Augury, Divination, Commune etc.)
