Is there anything that would cover using Shatterspike to destroy an oppenents armor while fighting? Is it just hit an AC19 (assuming its Iron Armor) and deal 18 damage (assuming medium resilient item) and then it would be broken?
There's no built in rule for it. But I would say, roll to hit as normal, and if you choose, you can damage the item instead of the creature. Note, that magic weapons and armour resist damage. Typically it turns out to be not that great of a strategy in practice, but thematically it can work.

as the title says,
I am looking for the official rules on attacking an opponents armor or weapon in combat... anything will be appreciated.
Thanks all,

Some people in it mention how they deal with it.
