DM call. As is all draconic gift junk. There's no rules for or against it, all the book does say is to beware letting a too-young dragon offer a too-big gift, whether it be through granting a mortal a boon or 'offering' the gift through messy execution. If a DM wants to offer the whole slew of dracogift options from a single Young Dragon kill, that's that DM's call to make. It's not advised, but it's also not Against Za Rurus.
