To answer your question, the armor will not be added unless that specific piece is releases in an official WotC printed book. That's the only way that D&D Beyond makes any content official. That being said, your best bet would be to homebrew that bad boy. Currently there is no option to homebrew "mundane" items such as a torch, trident, armor for example. You would have to homebrew it as a magic item. You could give it a Strength requirement to use (which may seem superfluous since I would only expect a character of a certain Strength to wear this anyways), but I also don't think that a feat would do the trick either. Since Dexterity is tied into your AC for most armors, giving up the +2 to Dex (which would increase your ranged attacks, dex save, Stealth, Sleight of Hand, and Acrobatics. So I don't think most players would take the feat to wear the same armor, over the ability score increase. Especially when a shield could also do the +2. So i'm not sure the usefulness of the item itself, nor the necessity for it to be in the game, without it providing more Magic Item-esque qualities.
