Are you referring to the </> icon in the editors and forums that let you put in code markup in the post/description box? If so, it's HTML. Well, a limited version, at least. It's still checked and processed to filter out anything malicious or strange you might do but it does free up the formatting more so you can do more things like change link colours or add tables and stuff easier.

Unfortunately no. You can make an option that only takes effect at a certain level by entering the desired level in the field for level requirement.
I may be able to assist better if I understood what you were trying to accomplish. If you are willing please detail what you are attempting (race feature, subclass option, etc) and I can see if I can help you further.

I am making a sub class. The first option at third level has 4 options. Depending of which option you take at 3rd level you will have 1 of four choices to take at the 7th 13th and 17th subclass level. Right now I just made a long text and explained each option. I would like it to be if you choose option A then all the next levels only show the A option for the rest of the levels.
Create the feature and in the box for required level put 3.
For this feature check the box for "has options". You would not need to put anything in the "class levels where options known" box because those later options will be added separately not in this feature. Create the feature.
Create your four options, we'll consider them A, B, C and D.
For each level where you want the other options like 7th, 13th etc create a feature with the four options, much like before. This time in each option when you make it there is a box to check "is granted", check this and below it is a "prerequisite class feature option", click this and choose the relevant level 3 option you want that option to be linked to, like Option A.
When the character is 3rd level they get the options A, B, C, D and then at 7th level and so on they automatically get the relevant option linked to the option they chose at Level 3.

Ok took a little bit of work but, I got it working the way I wanted. I had to not check the is granted for some reason. i just used the prereq box and it works great. Thank You!
