There's 7 homebrew races called Ratfolk - which one is it?
The problem is likely that it's a "parent" race like "Elf" and you can't add it directly, you need to add one of the subraces, like you would play a Wood Elf or High Elf.

I had a look and that "Ratfolk" has been created with the "has subraces" box checked.
This means that, like "Elf" and "Dwarf" it cannot be selected to create a character with.
I've had a look through the creator's homebrew submission history and the subraces that go with this "parent" race were rejected because they were not set-up correctly, so don't work.
Unfortunately, many people don't actually test their homebrew works before submitting it. For now, moderators check it all before allowing or rejecting, which is why the subraces were rejected (they didn't work). We're not perfect though and some broken stuff gets through.
Sorry, I know this isn't what you wanted to hear, as you wanted that Ratfolk, but your best bet is to either create your own or contact the user to ask if they intend to resolve the issues with their subraces, test them, and resubmit.

It is the second one from drifters eye, I don't understand why homebrew is not an option for my source
