This came up because I was working on a homebrew spell that would impose the effects listed below and realized that what I was describing was what in the real world we would call distraction. In that context the condition would last for the spell's duration, but a DM could rule that certain environmental factors or ad hoc occurrences impose distraction for a specified time period, subject to a Wisdom save.
Distraction
A distracted creature has disadvantage on all ability checks, as well as attacks, Wisdom saves, and Dexterity saves.
I would say that it might be a bit broken to have as being that potent outright. While realistic I'd say it should give disadvantage on any concentration spell and also a flat reduction to all other ability checks and potentially giving a -1 to initiative, but that might be too many effects on one status so maybe the status could just give disadvantage on all concentration and a flat -4 to all other ability checks(or remove proficiency bonus your choice).
This could definitely be added to Battlemaster or Swashbuckler as it suits them very well as a feature of their subclasses.
