Personal opinion is just use the Shifter, and use one of its subtypes that makes sense for you. Just flavor the character appropriately feral. But aside from that I don't really have any good suggestions for you.

I agree with HeroZero. Lycanthropes are too powerful to be a PC race, and if you water them down enough to be playable, you end up with a shifter (vaguely half-lycanthropes from Eberron)

I'm not familiar with a werewolf subclass for paladin, but you might be able to adapt the order of the lycan from bloodhunter.
