I would consider making it a cloak of protection "base" rather than a cloak of elvenkind. Conceptually, white dragons aren't known for color-shifting/hiding, but I could see a dragon hide cloak providing some extra protection.
In terms of attunement, maybe say the cold protection stuff doesn't kick in until after the first time the character takes 10 (or whatever) or more points of cold damage from a single source?
I think this item should be legendary (unless multiples of these cloaks were made from the dragon).
I agree with generic_poster that +1 AC wiuld be a good addition. And while advantage to stealth checks doesn't necessarily need to be removed, the described mechanism behind it should be changed.
I don't think it needs a special attunement prerequisite. But maybe the ability to do or have done cold damage would be appropriate.
